Transition period working group prepares the social and healthcare reform

The Ministry of Social Affairs and Health and the Ministry of Finance have appointed a working group tasked with preparing the proposals for amendments of legislation in the pension systems in the years 2019–2025. Keva CFO Allan Paldanius will take part in the deliberations of the extended working group.

Appointed for a term extending from 1 December 2016 to 15 February 2017, the working group has been given the following mandate:

“To prepare the technical implementation and proposals for amendments of legislation required for the transition period scheme in the years 2019–2025 when pension coverage for employees in the sector of health and social services would presumptively be provided within the same pension system that provided their coverage at the end of 2018. The preparation involves an assessment of the impacts of the scheme on pension coverage provision and the potential financial impacts on the various actors, including impacts on public finances and on local government finances in particular, as well as impacts on employees, employers and the local government and private sector pension systems.”

The working group is chaired by Director Heli Backman of the Ministry of Social Affairs and Health and its other members are drawn from the Ministry of Finance, the Ministry of Social Affairs and Health, and the Finnish Centre for Pensions. The extended working group further consists of representatives of bodies including Keva and other pension providers, the Finnish Pension Alliance TELA, the Association of Finnish Local and Regional Authorities, and key labour market organisations.
