Who receives local government pension?

You can receive a local government pension if you work for a municipality or joint municipal board. You are then covered by the Local Government Pensions Act (KuEL).

People working in municipal limited liability companies and associations

If you work for a municipal limited liability company or municipal association or foundation, you are covered by the Local Government Pensions Act if the municipal limited liability company or association is a member organisation of Keva.

Teachers

All municipal employees are not covered by the Local Government Pensions Act. For example, most primary school and secondary school teachers are covered by the State Employees’ Pensions Act (VaEL).

Primary and secondary school principals and teachers born before 1970 and teachers who began work before 1 January 1999 and whose employment or service contract is still in force, are covered by the State Pension Scheme.

Other earnings-related pensions

In addition to the local government pension, you may receive other earnings-related pensions if you have also worked outside the municipal sector. Pension benefits vary somewhat between the employees of private and public sector employers.

If your earnings-related pension is small, you may also receive a national pension.

For further information on the earning-related pension scheme and the various pension acts see www.tyoelake.fi.
